The puppy can go out into your own garden as long as its secure and other dogs dont come into that area.

Puppies will normally not go to the toilet in there own bed. This is probably why he will not toilet in his box.

I would forget about paper or pads and take him out side to go to the toilet.
Do this every time he wakes up, eats, plays, or sniffs around.
