pet passport microchip failure

we've had to put our dog into quarantine when travelling back from france today as the microchip could not be read. xrays show that the chip is still in her neck, but after visits to several vets & tried 6 different scanners, no joy so our only option really was quarantine.
the dog is fit & healthy (for a 13 year old staffy) & all other vacineations & treatments are up to date
has anyone else had any experience of this?
2 questions really...

1. how long should it take to get her back?

2. obvioulsy this is going to be very expensive (it's cost us over £500 already). has any one made any sucessful claims against the chip manufacturer for liability for the failure? & how do we proceed with this.

any help much appreciated
