I would be very concerned when you scruff him his skin should go straight back if it doesnt hes dehydrated and in a pup thats dangerous I would take him to the vet he could have an underlying problem if hes not yet insured get him insured as if he has a longterm health issue diagnoses prior to insuring excludes that condition
