Yeh it is and that's my point it isn't enforced. They are prepared to speak to him, and....

I suspect an excuse "they accidentally got out of the gate, I was straight after them, sorry it won't happen again".

I really don't think its worth pursuing.

I don't have a problem with dogs off the leash only the ones that are aggressive and owners don't have recall.

Only this evening we met a lab off the leash both dogs greeted mine was on a leash and it was fabulous both dogs were happy and friendly, Dukes tail was wagging like mad, he was still excited when he got home.
