There isnt any law that makes a dog on dog attack illegal at this present time unless a person sets a dog onto another dog(although secondary legislation could be about to go through and god help us all if that happens!)

All I want is for the guy to be made to keep his dogs on a leash on the public highway, such as you and I would keep our dogs on a leash in the Street especially if our dogs were dog aggressive. I certain wouldn't want my dog killed by a car because he was running after a dog on the other side of the road.
People should have common sense without the need for legislation.
