I know the law states if you feel intimidated or threatened. For me that is too loose, and I would not want to pursue an action on those grounds. That would also start a precedent and wouldn't be good for dog owners in general.
I only have to walk Duke passed people and you can see the panic and fear in them. Any one can say they feel threatened or intimidated by my own dog even though he is on a lead.
I really want the legislation that is already in place enforced. If those dogs had been leashed there wouldn't have been a problem.

A precedent has already been set on the grounds you state so wouldnt have made any difference. Im a little confused about the legislation you want enforced because from what I can see the only law that may possibly have been broken and therefore may possibly be able to be enforced is the DDA1991 or the Dogs Act 1971 (less likely in this case to be successful imho) .
There isnt any law that makes a dog on dog attack illegal at this present time unless a person sets a dog onto another dog(although secondary legislation could be about to go through and god help us all if that happens!)
