I contacted the dog warden's department which mirrored the information I was given by the Police.

I need the owner's details.

They can only speak to him for not having his dogs on lead.

Whilst dog fighting is illegal that only refers to organised dog fighting.

A dog has to attack a person for it to be a criminal offence.

I've decided it isn't worth the hassle.
