Why does mums milk have to be completely gone before speying??

Does anyone know why mum cats milk has to be completely gone before the vet will operate to spey her? Its terrible in my house trying to seperate mum & baby as both still want to feed but the vet told me that her milk has to be gone. Also as time goes on im worrying that she may be pregnant as I just cannot keep her in the house, she wont use the litter tray.....she wants out and she has done damage to doors and windows trying to get out. She seems very depressed at the moment and i'm feeling sad for her confused:
