I agree with the others I would never leave my dog unattended tied up in a public place. Apart from the fact that your girl doesn't like it and it frightens her, what if she did bite someone, any dog no matter the temperament will bite if they feel threatened enough, after all its all they've got, they can't phone the police, shout for help or send a solicitors letter.
