I would try using a bigger quantity? Cat wee is amazingly potent stuff and if you don't get every bit away the smell does come back. The other possibility is that somehow she is managing to get back there and 'reapply' when you're not around. The first time can be an accident, but it can become a habit with a particular spot if they can still smell it. Hope you solve it.
