Its some years since I had puppies to wean but when I did , depending on the size of the litter, I would start at about 31/2 to 4 weeks. I never gave them any kind of milk, started them on scraped beef about the size of a marble to start with. Once a day for 2 days then twice, then three times by then you should be able to put down fine mince either beef or lamb, when they are taking this readily add a breakfast of soaked puppy meal, dont use milk to soak it, just boiled cooled water. Milk can really upset tummies.
We didn't have complete meal in my time but these days I would offer this dry and soaked.
