Have you started some basic training with him yet - this could help wear his mind out as well as his body.

Also Beagles love to use their noses so some hide the treat games would wear his mind out a bit.

Have you tried a dog food activity ball? - such as a buster cube - you fill it with their dry dog food and pup has to roll it around to get his food, keeps their mind and body active.

I hated it when I couldn't take mine out before their injections it was so fustrating for us all. Do you take him out for a walk carrying him? as this is a good was to socialise him with the world - also like I said if you wear out their mind they tend to be calmer.
