All puppies like to play and have bundles of energy. Play with him - tug of war, soft toys etc. Give him some things to do - nylabones, kongs etc. My pup likes plastic milk bottles with some of her food in it (supervise of course) and keeps her occupied.

Also leaving a pup for 3-4 hours during the day is too long in my opinion. The poor soul sounds bored and lonely to me.
