Whats her recall like when there arent any distractions. id work on that first and always rewaed her retur and reward her after putting the lead on, that way she will want you to put the lead on. even if it means you sitting there and putting the lead on and off for 5 mins a couple of times a day. shes more likely to let you put her lead on if theres something in it for her. but i would defo work on the recall away from distactions then start to introduce distarctions one at a time. Until then try keeping her on a long line when your out, call her back and give her treats and fuss randomly through out the walk. she will get there eventually.

I also would not recomend anything the dog whisperer does, his dogs are not happy dogs and he has been bitten on a number of occassions for doing some of the things he does.
