By what you have said it sounds like this breeder has far more kittens in the house than she can handle and she is using cages to house them 24 hours a day. I dont agree with this at all and would give a breeder like this a wide berth.

Her options should be due to lack of space, either not have more than one litter at a time and/or provide them with a separate kitten playroom where they can run and play freely.
