I think if your friend can't look after him then the best thing is to hand him over to the dog warden or someone similar.
I found a collie/lab mix a few months ago - that was playing chase with the traffic - he as a friendly dog but had no sense.
I phoned the RSPCA and they told me they didn't collect strays and I had to ring the dog warden. (however a few years previously I had reported a loose dog roaming and they sent someone out to look for it, so I can only assume they don't bother if someone has hold of the dog)
When I rang the dog warden the council were trying to say so one could come till the next day as it was approaching 5pm. However I pointed out that I was unable to take the dog back to my house and if I released it there would be a road traffic accident and not only could there be a dead dog but dead people and the warden arrived with in 45 mins.
I rang the next day and the owners had been ringing around all local vets, rescues, police and dog warden for 2 days trying to find their dog.
So what I'm trying to say is the first place an owner would look is with local dog warden etc.
