Some siamese and oris do have their haws further up than other cats because their eyes can be quite deep set. It is something they grow out of though.

But then there is third eyelid disease, which is a very common mild virus that causes their haws to come up suddenly. It sometimes is accompanied by a couple of days of the runs though. I don't think there is any specific treatment for it you just have to let it run its course.
