My cat Luna also always wants to get out but she is un-desexed at the moment and there are many stray toms hanging about so she will need to wait till she is neutered. Until then I try to bring the outside in. I gather grass and put it in a glass with water so she can eat it at her leisure, I also play with her when she is whining to get her mind off it. Maybe you could get a little cat harness to just sit with her outside sometimes? I'm sorry i'm not much help but I hope the problem is solved soon
