I had this problem with my mastiff ,not with a harness tho on a collar she would sit and not budge ,we got her walking eventually
seemed like forever by holding the lead taking a few steps forward and making a huge fuss of her when she did move the few paces to us ,hope someone on here has a swifter solution for u
but this way did eventually pay off
