Think if you're in city then it may be more worthwhile - it's not that expensive for peace of mind. My cats always lost collars and hated them so they don't wear them at all but they're indoors cats - I'd prob be tempted to put a reflective one on an outdoors cat - think people would be more likely to call no on a collar than have the cat scanned for a chip.
