Female cats, once spayed, get a droopy hangy bit where they had the op. It's like baggy skin. My female has a lot of droopy skin, but she's naturally a small skinny cat. So that shouldn't be anything to worry about.

I'm not sure about the other thing, definately something I would get checked out by the vet though, so good idea.
