You can buy proper harnesses for cats Lindsey They go around the body & the neck. I would try him in the house first to get him used to it, even leaving it on for longer & longer to play, eat in ect. See how he goes, then you could start taking him out. We have harnesses for ours and they don't mind them now, though they only get them put on at cat shows, lol. The FIV and taking him out in public places I don't know about, you would be best to speak to your vet. He could'nt pass it on unless he bit or mated another cat as far as i'm aware, but as for his health, I could'nt say.
