I do see dog owning as a right, providing you can look after a dog properly. A pet can bring so much into someones life after all. To make pet ownership some sort of privilege would mean what? Only people who earn over £30,000? who voted Labour? who drive a Volvo? who you like? That way madness lies.
No argument here about health.
Breeders will only breed what people want - market forces and all that. `
