In this case you cannot blame the dog blame the owner is totally to blame. You cannot blame a dog if it's owner lets go of the lead. All I can say is the poor dog will probably pay the ultimate price being an 'oldie' the woman will probably get off scott free, yet she should be punished for allowing such an incident. If she couldn't find the strength to hold onto the dog then perhaps she shouldn't own it, let alone walk it.
