Don't know the answer.
My cat is nearly 6 and still does it. One minute he is fine having a fuss and playing and then he is ripping my arm to shreads. His favourite game is to hide somewhere, and lunge at your leg as you go past then sink his teeth and claws into the back of your knee!!
I was told that in his case, it is because he left his mother too early before he had learnt proper manners, and that the best thing to do when he got to much, was to move away and ignore him until he calmed down! (easier said than done when there is a cat hanging off your leg!!!)
