Very bad situation... it's classical young/worried canary behavior.
Otherwise, if she's aged, then could be an ormonal failure...

IMO Remove nest and building material, split couple, feed female with more proteins and CALCIUM, wait whole week and get back the nest and join couple.

Keep breeding cage in a safe (for them) place.
