Just to pitch in, this new dog tax they are implementing (because that's exactly what it is) will force insurance premiums up sky high when/if it becomes a legal requirement as the insurance companies will have us all cornered, very much like car insurance.

Secondly, all home and contents insurance covers any damage caused by your pet as the policies contain public liability cover.

Thirdly, let's wait and see how long it will take before peoples dogs will get attacked by passers by in hopes their dog retaliates with a bite so they can claim compensation on the insurance.

And finally, my hearts will go out to all those extra abandoned dogs and all the elderly people who struggle to make ends meet on there state pensions who won't be able to afford their new dog tax resulting in more homeless pets and lonely pensioners being denied a companion.
