Just to paraphrase… you could theoretically sue her for negligence and if successful you could obtain damages (vets fees) however this is a relatively costly course of action with no guarantee of success.
I can only say what I would do… approach her, explain what transpired when you got home i.e. discovered your dogs injury. ask her if she would like to contribute to the costs. You never know your luck she might volunteer to pay.
I would imagine going over there and spouting you “rights” would be unlikely to produce the desired result.
