My opinion for whats it's worth,no dog should ever be off lead without reliable recall even with distractions,unfortunatly your dog got injured and I hope he will be ok,but if your dog had been onlead you could have had a controlled situation and this could have been avoided.

Unfortunatly you will meet numpties everywhere with dogs off lead with no recall,my bitch hates loose dogs running at her and she is always on lead as she does dislike some dogs,unfortunatly this doesn't make much difference to the idiotic owners who don't pay any attention to what there dog is doing.

In the eyes of the law at least my dog is under control on lead if there off lead dog gets bitten then tough,they should control there dog.
