A simple polite "hello are your dogs friendly" before just allowing the dog to run at 2 other off lead dogs would have been enough surely...

I can 't grasp your train of thought here, it may just be me.
My dog has no problem with other dogs in any way, does not jump at people and has never been an issue with my toddler nieces. The reason we got him from the breeders we did was because the whole pack (about 15 of them) was extremely placid and he has been ever since we got him. then you have a dog that is know to attack other dogs and has the ability to cause serious damage. Which would you rather have kept on a lead?
Ok, lets look at it in the way you are stating.
My dog is on a lead and we are walking the same route, verything, nothing has changed other than my dog is on a lead.
Suddenly we come over the top of the rise and there are two other dogs but they are not muzzled and not on a lead and one is know to the owner as dog aggressive.
The said dog grabs mine by the neck, throws him to the ground and then shakes him. All of this happens in a split second. The results are the same.
What's your view on that?
If, however, in the other incident with a dog aggressive dog the other dog is on a lead, mine goes over to say hello but the owner shouts "Get you dog mine is not safe to others!" at which point I call mine back and he comes.
I'd like to know you thoughts on both situations as to who's the most responsible and who is responsible for a dog aggressive dog on a moor where there are free-roaming dogs on every path?
