I have an Alaskan Malamute who's 10wks old. He gets a tonne of exercise outside in our yard, but the best way of tiring them out is mental stimulation. Take your pup out tin the car, carry her around in new places - give her new things to try out when it comes to food - apples (without the core) frozen bananas, carrots and stuffed kongs will keep her busy for an hour or so.

I dont have any worries with Atlas when it comes to his energy levels due the amount of stimulation he gets.

That said - i havnt answered your question.
Taking your dog out when not fully vaccinated is a very personal decision. I would try to avoid it TBH and try the suggestions above. If you are determined to take her out. Keep to places where few dogs have been and do NOT let her lick, sniff or eat where another dog may have defecated. However ill say again, you will be doing it at your own risk.
