Depending on how thick the tartar is you may need something to help soften it first. Logic gel is great for that. If your cat is quite docile and doesn't mind you fiddling with him, then if you can get your finger nail just under his gum line at the top of his tooth then you can sometimes flick off the tartar, it comes off like limescale on a kettle. I have managed it on a couple of mine, but again, the logic gel will help losen it a bit.
