you do have a few options

cat fencing doesnt have to be expensive, have a look on the net, there are quite a few DIT versions. Even in a rented house, not that many landlords will mind you putting a couple of poles on a fence providing you promise to take it down when you move.

You could always build a cat run from aviary panels, so he can go outside but in safety.

I really wouldnt let a cat out that i had signed a contract on, i would also be very upset if that had happened with a cat i had bred or homed myself.

You could also take him outside on a lead and harness for supervised garden playtime.

Microchipping most certainly doesnt have to be done under anaesthetic, in fact most arent!
