Dog on leash causes me problem

Hello,

I am new on the forum and new in the country and would like some help to solve our problem.

Since a few months now and more and more often, when we walk our dog on leash, he barks nastily to every other dogs that we meet on the street. He just does this when on leash because when he is free, he is very sociable with others. It becomes very embarrassing. No matter the size, sex or age of the other dog. He seems to do it more when I pull him on the side of the pavement to let other persons pass with their own dog (I pull out because I walk the dog + a pram and baby and we take a lot of space on the pavement). But it is the same story when we see a dog on the other side of the road.

What I do then is that I say 'no' fermly and I ask him to sit and we don't move until he has obeyed. But he doesn't learn.

It is a cocker spaniel of 5 years old that used to be free all the time because we lived in the middle of nowhere and he used to run in the fields with no leash. Now we live in town.

What can we do ?
