I am quite sure there is no such law. The dog should be under control but does not need to be on a lead in a field or be with adults unless it could be proved that the dog had had problems in the past. I do think it is silly to make up laws and keep on about them.
And the OP was quite clear that the other dog was a GSD, not her own dog - and that it had not approached the GSD.
