Firstly - shut the door or put your documents away where she can't get them when you aren not around - this sounds like it is developing into a habit and so you need to take away to source of the habit (the room and the papers)

secondly take her to the vets and check she doesn't have a UTI (this needs a urine analysis)

thirdly, plug in a feliway diffuser and that should help

fourthly make sure you have removed all traces of smell from the room and papers - you need to use a propriatory cleaner or bio washing powder (they can smell minute traces we can't that will tell her it's okay to use that spot)

Does she have a litter tray? - with the weather getting colder and only having 3 legs she may find balancing in the cold and wet outside a bit much - so if you can bear it - maybe provide a litter tray for her inside.
