He obviously jumped on an opportunity and unfortunately you were not strong enough to tell him where to go!
Why on earth did you exchange telephone numbers? I'm sure in hindsight you know that was foolish!

Anyway, i'm not going to lecture you. You need to tell him once and for all that you have no intention of firstly allowing him anywhere near any of your puppies, and secondly you want no more contact!
If he gets nasty, you can always say you've taken advice from the local police station who have advised it could be viewed as harrassment,
Legally he hasn't a leg to stand on. What would he do with that poor puppy in the future????
