It is best to have a sandtray for each cat, even if they use the same ones as they like them clean. I have four cats and four trays. Maybe put a few on each level but cats like to go to the same place for there trays, so it might not matter if they are on one floor.
As for bedding mine sleep on my bed or lounge so I can't suggest anything for ya.
