It does sound like flea bites to me too, fleas love my blood but leaves everyone else alone in my family, I have to be meticulous when it comes to flea treating the house. the spots are red, raised and really really itchy.
Fleas are tricky buggers and I used to find them in my bed so everything washable and treatable has to be done (this particulaly bad episode was when I was living at my brothers a few years back, they never bit him so he ignored the problem! , my house is flea free thank god lol )

My friend has a cat allergy and she sneezes and sneezes and her eyes stream but no spots. Your friends son could also have a virus as my kids have come out in spots before and it was a virus.Maybe a trip to the doctors would find out the cause.
