I think her problem is that the dog is confused between bed and toilet, this is very common with dogs that have either lived outside in bad conditions or been taken from mum too early. I suggested the newspaper thing so that she could teach the dog to differenciate from the two.
If the dog has been an outside dog, they have not learnt to hold themselves like a normal fully grown adult, they are used to going where and when they want, and being adult it is more ingrained and harder to train them out of it, so no matter what she does it will be "double the work"
The main thing is that she needs to teach the dog that toilet and bed are not the same. Then she can work on proper house training procedures. I had exactly the same problem with Tilly, and she was 10 months when I got her, so younger.
