Collapsing windpipe

I've had good news and bad news today. Polly's had her final post-op checkup on her leg (ball joint removal after dislocated hip) and the vet said everything's great and she can get back to a normal life. The bad news is that I said she has been croaking quite noisily at least half her waking hours for the past few weeks and he diagnosed collapsing windpipe. He doesn't want to give her any treatment at present, which seems fair enough as it doesn't seem to be distressing her. I understand what the ailment is but I'm not clear how serious it is likely to be. She's almost eleven, so I'm wondering how likely she is to need drugs or even surgery, and how soon. She has honked like a goose occasionally for years, but this constant croaking is fairly recent.
