Baby rice is only used to thicken the milk to assist with lapping, otherwise they have a habit of inhaling the liquid, sticking their entire faces in it.

You shouldn't soften dry biscuits with water or milk, it encourages bacterial growth, they are designed to be eaten dry. That said, I personally don't like the idea of a kitten weaned onto biscuits. They are not right for adult cats let alone tiny babies. Weaning babies need the best quality protein possible not dry lumps of carbs.
