My first thoughts were good on him. Second thoughts were I would have taken it to the vets to be destroyed, seems the report is judging him for for being irresponsible in having an aggressive dog, then judging him again for dealing with the way he did. If he'd have walked off and let the dog live hed still be judged as irresponsible.
