No, this means they will cover a condition up to £5,000. Once you reach that amount, the condition is excluded and you cannot claim for it anymore.
True lifetime cover will give you a pot of money per year. Each year when you renew you get the same amount for any claims during the year. Once you start claiming and for as long as you stay with your lifetime insurer then conditions you're claiming for are not excluded.
