is neutering/spaying always the best option????

i mean of course for breeding reasons if ya dnt want your dog to stud or have puppies then neutering/spaying is the answer but what about other questions. The thing is i have a male border and when i first got him at a year old he wasnt neutered, now he was great with other dogs of all ages, but he had a problem with strange people, people he didnt no, now i asked many people including ones who have owned dogs for many years and they all said get him neutered and he will calm down and begin to get more friendly. I thought it was worth it so i got him done, now a year on and he still dosent like people he dont no, i cant think of anything else i ahve tried to solcize him with other people but he just attacks them (luckly he is always on a lead) and i cant think of anyother answer!
please help if you can
