I don't know what other people think of this, but i'd say its better not to ger a very small dog if you are scared of big dogs, because from what i'v seen small dogs pick up on their owners fear a lot more (possibly because of their size, they feel like an easy target anyway) and can be more likely to become agressive towards other dogs and possesive over their owners, which i think can make them nippy.
I'v not owned a small dog myself, but this is what i'v seen from people i know who have bought small breeds because they are scared of big dogs.

Dogs with a very laid back nature, like labradors might be better.. they are larger dogs like your husband wants but they tend to be completely soppy and train well. Especially if you buy from a breeder and can see the natures of the parents.
