If pegs were over large or not banged in all the way, or were loose enough to come out I'd count that as not pegged correctly . Your photo shows one section that overlies another having risen with a gap between the two. That could have trapped a toe or ripped a claw. At crufts they can't peg into the solid floor so they rely on the sideways struts plus velcro to the carpet underneath - and the weaves move around a lot and have to be re-set frequently.
In normal KC competitions the weaves have to be pegged and they feel different to the dogs than unpegged weaves, so the dog will be better learning and practising on pegged weaves if they are going to go to comptete.
