im affraid your young pup is starting to dominate the older dog you need to establish rules, boundries,limitations for what this young pup can and cant do. If you let him get away with playing that way now you could end up with a problem at a later date, remember always correct calmly dogs DO NOT FOLLOW UNSTABILITY if you require any help check out my link
